Role Context & Purpose
This post sits within the Workforce Development Team and is responsible for developing and implementing a quality assurance framework and co-ordinating a quality assurance strategy and maintenance of a quality assurance process; providing and maintaining audit tools to evaluate compliance against a set standards and developing a data set, analysing and regularly reporting to Children’s Services Senior Management Team.
The post holder is also responsible for reviewing cases, including critical incident cases, through collaborative enquiry. There is a need for these reviews to have an effective and positive impact on the practice of Social Care Children’s workforce.
They will establish mechanisms to obtain and use qualitative and quantitative feedback from service users and using this feedback to assess the effectiveness of service delivery and interventions.
They will also play a key role in ensuring that all new initiatives and developments, in practice or training, are quality assured and deliver the right outcomes. On an on-going basis they will ensure that all quality assurance issues and feedback received from assessments, audits, etc. are built into the learning and development plans for the future.
Key Accountabilities
The specific accountabilities of this flexible role may alter from time to time in order to meet the needs of the business/client, but accountabilities will include (or be equivalent in nature to) those listed below:
· Facilitating and working with other colleagues to audit the effectiveness of the practice developments and support the work of the Children’s Social Care Services Quality Assurance group.
· Monitoring and supporting the progress of case reviews and reporting back on the progress of these to the Children’s Social Care Senior Management Teams.
· Supporting the work of the Quality Assurance Group through the collation of information to that group and developing the group’s work plan.
· Taking a lead in gathering specialist information, presenting information effectively, undertaking initial analysis and support further detailed analysis to the Case Review Overview Group. This will include managing a confidential data base and data collection process: drafting reports in partnership with involved professionals.
· Monitoring work plans and recommendations arising from case review processes, linking with the Serious Case review process as necessary.
· Establishing and supporting time limited multi professional groups to achieve objectives agreed in the Children’s Social Care Practice Improvement Plan including developing practice guidance and other information for both professionals and the public.
· Working with the Learning and Development Team in order to achieve effective learning and improve outcomes for Children and Families.
· Facilitating and coordinating the Authority’s response to national quality assurance and policy developments, including developing local practice guidance.
· Ability to research, analyse information, interpret, plan over the long term and make judgements Monitor Local Authority policy, practice and procedures in Children’s Social Care, in order to alert managers, at different levels, when there is a need to make changes to practice or procedure as a result of performance quality issues.
· Excellent communication skills with the ability to influence the actions of others and communicate wide ranging information which may be complex and contentious, for example within serious case reviews when the issues of risk are not accepted by the family or understood by other professionals attending. Including the ability to negotiate solutions across wide areas of the business and successfully convince others of the need to take a specific course of action or adopt a specific policy for the safety and protection of adults.
· Deliver presentations and training to a range of audiences in a variety of settings.
· Ensure timely and appropriate communication with parents and professionals within Departmental timescales.
· Provide professional practice advice to services and agencies.
· Monitor the implementation of the Children’s Social Care procedures and contribute to the development and maintenance of quality multi-agency standards and practice.
· Ensure that relevant data is collected for quality monitoring purposes. Advise the Service Leader (Workforce) of any breach of procedure or system failure that may have adversely affected a child or family. Contribute to management reviews and developing practice.
· Responsible for regularly handling, processing and storing confidential information relating to a range of Children’s Social Care cases.
· Lead service projects and/or reviews, or contribute to corporate projects and/or reviews, challenge existing practices and generating ideas and solutions, recognising and balancing risks with reward meeting agreed timescales.
· Remain up to date and compliant with all relevant legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. Additionally, to ensure the team remains up to date and compliant.
· Initiative - Working within broad practice, the postholder uses their discretion to develop and determine the overall services provided to the customer and assists with creation and implementation of necessary policies and procedures linked to the service.
Role Demands
· The role requires the postholder to concentrate for periods of over 2 hours, in order to determine how to improve the quality of social care practice and meet the required standards, developing procedures or analyse information/statistics.
· The work will regularly involve exposure to subject matter, which regularly places significant emotional demands on the job holder, through advising on specific cases, which may be disturbing in nature and content.
· Work under pressure and to tight timescales.
· Due to the nature of this role the work can sometimes include contact with people who may be angry or aggressive.
· Ability to regularly travel independently to various meeting venues and other locations across the County.
· Initiative - Working within broad practice, the postholder uses their discretion to develop and determine the overall services provided to the customer and assists with creation and implementation of necessary policies and procedures linked to the service.
· There is a regular and intrinsic requirement to communicate in English with members of the public.

· Understanding the National Initiatives and National Minimum Standards, including College of Social Work Competencies, OfSTED inspection framework and standards and other relevant regulatory frameworks e.g. fostering and adoption and the National Standards for Employers of Social Workers.
Qualifications and Professional Membership
· A recognised professional Social Work Qualification, for example, Degree in Social Work, DipSW, CQSW or equivalent as recognised by the Health and Care Professions Council (HCPC).
· A recognised post qualifying award in Social Work or demonstrable evidence of continuous professional development at a similar level.
· Current HCPC registration and responsibility for maintaining registration with the HCPC.
· Post holders will be required to undertake post qualifying training and maintain records of training in line with HCPC requirements and to demonstrate practice in Social Work in line with the Professional Capabilities Framework – Advanced Level as defined by the College of Social Work.
