Project Manager - SEND

Location: Woking, Surrey

Hourly Rate: £23.46

Job Type: Temporary, Full-time


Role Overview:


Our client is seeking a dedicated Project Manager to join their team, focusing on the Surrey SEND Strategy and SEND Transformation initiatives. As a Project Manager, you will play a crucial role in ensuring the successful delivery of projects and programs, working alongside a team of Project Managers. Your primary responsibilities will include ensuring projects are completed on time, within budget, and meet the specified quality standards.


Key Responsibilities:


1. Project Management:


Manage projects and programs aligned with the Surrey SEND Strategy and Transformation objectives.

Work closely with a team of 3 project managers and a senior program manager.

Collaborate with various work-streams and projects to achieve overall goals.

2. Line Management:


Short-term management of 1-2 project/program support staff may be required.

3. Budget Oversight:


Indirect influence over a project budget totaling approximately £1 million.

4. Representative Accountabilities:


Analyze complex situations, present results, and offer recommendations to support decision-making.

Propose improvements to existing systems, processes, and policies.

Maintain, develop, and review systems and procedures to enhance service quality, efficiency, and compliance.

Provide expert advice within defined policy/strategy and procedures.

Plan workloads and secure resources to ensure quality service delivery.

Lead projects and reviews as directed to enhance service delivery.

Assist with budget/resource/funding management as per organizational policies.

Build relationships with internal departments, customers, partner organizations, and contractors.

Manage a team operating in a well-defined specialist area or oversee support service delivery.

Monitor and support team member performance and development.

Qualifications and Experience:


Professional qualification or demonstrated knowledge of relevant business disciplines.

Comprehensive understanding of computerized business systems.

Knowledge of business planning, financial management, and organizational principles.

Strong written and oral communication skills, negotiation, and influencing abilities.

Excellent problem-solving skills and the ability to manage multiple projects to completion.

Previous management experience, including staff supervision and organizational skills.

Ability to plan, prioritize work, and adapt to a changing portfolio.

Experience in major transformation or change programs, especially in children's services.

Ability to plan and deliver projects considering the changing political context and diverse stakeholder needs.

Educated to degree level or equivalent experience.

Committed to improving public services.

Strong interpersonal skills with internal and external stakeholders.

Willingness to travel within the county as needed.

Project management qualification or significant project management experience.

Knowledge of local government structure, public policy, and policy formulation.
